Meet the Commissioners
Gary Eichelberger, Chairman, was re-elected to the Board of Commissioners in November 2007 and is currently serving his second term in office. He was initially elected to the Board of Commissioners in 2003 and previously served as Vice Chairman of the Board. He has held various positions in the Harrisburg area advertising and marketing organizations and is principal of Ascendant Management Group, a consulting firm for project management. He was Deputy Treasurer for Cumberland County from 1990 to 1996 and Executive Director of the West Shore Council of Governments from 1999 to 2003. Mr. Eichelberger is a member of the Economic Development Committee of the West Shore Chamber of Commerce, Washington, D.C., Chapter of the Institute of Management Consultants, and American Management Association. He serves on the following boards: Tri-County Regional Planning Commission, Cumberland County Planning Commission, Cumberland County Library System Board, Cumberland-Perry Mental Health/Mental Retardation Board, Murata Business Center Board, South-central Employment Corporation, and West Shore Council of Governments. He also serves as the Chairman of the South Central Caucus of County Commissioners. He has a Bachelor’s degree in Political Science from George Washington University and a Master’s degree in Organizational Management from the University of Phoenix. Mr. Eichelberger is married and resides in the Borough of Mechanicsburg, Cumberland County.
Rick Rovegno, Vice Chairman, was elected to the Board of Commissioners in 1999 and was sworn into office in January 2000. He is serving his third term in office. He is the owner and operator of Rovegno Real Estate Partners and Rovegno Properties. Mr. Rovegno is a member of the Cumberland County Aging Advisory Board, Cumberland County Agriculture Extension Board, Cumberland County Agricultural Land Preservation Board, Cumberland County Conservation District Board, Cumberland-Perry Drug and Alcohol Commission, Cumberland County Housing and Redevelopment Authority, Western Cumberland Council of Governments, Carlisle Chamber of Commerce, West Shore Chamber of Commerce, Harrisburg Area Transportation Study Coordinating Committee, Stevens Mental Health Center Board, and the Carlisle Theatre Board. He has a Bachelor’s degree in Business Administration from Shippensburg University. Mr. Rovegno is a resident of South Middleton Township, Cumberland County, where he resides with his wife, Karen.
Barbara Cross, Secretary, was appointed by the Ninth Judicial District, Cumberland County Court of Common Pleas on May 5, 2008, to fill the unexpired term of Bruce Barclay. Ms. Cross is a retired Lieutenant Colonel of the United States Marine Corps and Reserve. She has an extensive military background that includes logistics and budgeting. Ms. Cross holds a Master of Science degree from Shippensburg University and a Bachelor of Arts degree from Chatham University in Pittsburgh, PA. She is the former Vice Chairman of the Zoning Hearing Board in West Pennsboro Township, Cumberland County, where she resides with her husband. She currently serves on the Bio-Medical Ethics Committee of Carlisle Regional Hospital, Dickinson College Institutional Animal Care and Use Committee, Episcopal Diocese Parish Exchange Committee, Alumni Volunteer Chatham University, and is a member of the Board of Directors of the United Way of the Capital Region. |
