Kevin A. Hess was born April 25, 1947, in Erie, the son of James M. Hess and Adele C. Edward E. Masland, Albert H.
Albert H. Masland is a native Carlisleler and a graduate of Dickinson College (1979) and the Dickinson School of Law (1982). After a few years of private practice, he served as part-time assistant district attorney from 1985-1992. He served as a state representative from 1992-2000, after which he held various administrative and legal positions with the Ridge, Schweiker and Rendell administrations. Masland was elected to the Court of Common Pleas in November 2009.

Christylee L. Placey, Thomas A.
Judge Placey has served Cumberland County as a common pleas judge since 2012 after having served 14 years as a magisterial district judge. In addition to his judicial duties, he has been a course planner, instructor or lecturer at various law schools, colleges, school districts, municipal and state law enforcement academies and MPOETC. Judge Placey has served as a Pennsylvania Supreme Court appointed member of the Judicial Conduct Board and had also been the chair of Pennsylvania Supreme Court’s Minor Court Rules Committee. Judge Placey began his law career as a judicial law clerk before going into private practice and then serving as an assistant district attorney. He received his law degree from the Dickinson School of Law and his undergraduate degree from the Johns Hopkins University.
Jessica E. Brewbaker
Jessica E. Brewbaker was born on February 18, 1977 in Harrisburg, Pennsylvania, the daughter of Robert (Thomas) Becker and Dorothy Becker. She graduated from Boiling Springs High School in 1994, from Shippensburg University in 1997 (summa cum laude), and as the 2000 class valedictorian of the Dickinson School of Law. She served as an attorney in the Cumberland County Public Defender Office from 2000-2005, when she was elected Magisterial District Judge for the Carlisle Borough. Brewbaker continued to serve as Carlisle’s Magisterial District Judge until the end of 2015. Additionally, Brewbaker worked for the law office of Michael L. Bangs as a legal researcher and writer from 2007-2015, and as an associate attorney with Turo Robinson Attorneys at Law from 2011-2015. She was elected to the Court of Common Pleas in November, 2015.
