Notice of UPI Requirement
Effective June 1, 2013 by Resolution 2013-11 passed April 15, 2013 by the Cumberland County Commissioners. The Uniform Parcel Identifier fee has been increased to $15 per parcel.

Effective Oct 1, 2008 by Ordinance 2008-3 (PDF) passed by Cumberland County Commissioners July 28, 2008, all documents pertaining to real estate will be required to contain a tax parcel number. This number must appear on the front page of the document and will need to be certified by the Tax Assessment Office (Room 110 in the Old Courthouse) Prior to recording in the Recorder of Deeds Office.

The UPI must be certified on all conveyances of real estate, plans, mortgages of real estate and any other instrument affecting real estate in Cumberland County, other than a Will, a General Power of Attorney, or a Deed of Dedication to a municipality for a road. Each document submitted for certification shall include the applicable parcel identifier number(s). This number(s) shall be placed at the top of the first page of the document to be recorded. A clerk in the UPI Certification Office will enter the UPI into the parcel verification screen and assign a bar code sticker to the instrument after it has been validated and certified. Parcel numbers and Assessment information are available on the Cumberland County website. Computer terminals are also available in the Recorder of Deeds Office and Assessment Office for parcel number look- up and data information.
